These pre-competed contracts are umbrella mechanisms intended to simplify the contractual process. They are awarded to one or more consortia, enabling
USAID Bureaus and Missions to issue task orders for services quickly and easily.

The LWA offers a new option for USAID Missions and Bureaus to participate in a centrally-funded, pre-competed program. Under these agreements, independent grants
may be made with any organization that is covered under the LWA and its scope of work.
